Archived page. Don HEIRMAN Consultants ceased operating after Don Heirman’s death on October 30, 2020, and these services are no longer offered. This page is preserved as a historical record from the archived site (2018-2019). For current educational content, see EMC standards.
Don HEIRMAN Consultants, founded in Lincroft, New Jersey in 1997, was a training, standards, and educational EMC consultancy. Its services fell into three areas: EMC workshops and training, representation on EMC standardization committees, and training on standards development processes. The descriptions below summarize the consultancy’s own service list as it stood in 2018-2019, restated in past tense.
What EMC workshops and training did the consultancy offer?
The training portfolio centered on emission measurement standards and compliance management. Topics offered included:
- The new IEC CISPR standard on compliance measurements and limits for multimedia equipment, including information technology equipment and broadcast receivers (CISPR 32)
- Executive review of risk management in meeting EMC testing and product regulatory compliance, including margin decisions
- Critical review of a corporation’s or manufacturer’s EMC compliance strategy and internal EMC compliance documentation
- The IEC EMC standardization program, the work of CISPR (the International Special Committee on Radio Interference), and IEEE EMC Society standards development
- Proposed revised requirements for measurements above 1 GHz
- Radiated emission test site validation from 30 MHz to 18 GHz, in the US and internationally
- Competency of testing organizations via adherence to ISO/IEC 17025
- Responding to laboratory assessment findings and non-conformities as part of corrective actions
- Introduction to Smart Grid EMC activity and testing
The four standing workshop formats (DHC-1 through DHC-4) built from these topics are described on the archived Seminars page.
How did the consultancy represent clients on standards committees?
Don Heirman acted as a direct representative and resource within EMC standardization bodies. The consultancy offered:
- Direct representation of company positions in national and international EMC committees dealing with product regulatory compliance and testing alternatives
- A knowledgeable resource on current and planned EMC standards activity impacting product design, compliance, and application
- Review of EMC standards issues associated with test facilities (including facility design), EMC aspects of Smart Grid, product EMC conformity, and standards committee involvement
This offering rested on his own committee roles: chairman of the IEC Advisory Committee on EMC (ACEC), immediate past chairman of CISPR, and immediate past chairman of ANSI ASC C63, among others documented in his biography.
What training on standards processes did the consultancy provide?
The third service area covered the mechanics of standardization itself:
- Training on the standardization processes of the IEEE, IEC, and CISPR
- Guidance on joining and participating in standards groups
- Understanding the role of the US National Committee of the IEC
- Participating in EMC coordinating and standards development activity in organizations such as ANSI ASC C63 and the IEEE EMC Society standards development and education committee
- Assistance in developing EMC standards and strategies
Where can I turn for these services today?
This archive does not provide consulting services and does not endorse any successor. Organizations seeking EMC standards expertise can approach the standardization bodies directly; the Links page lists the relevant organizations (IEC, CISPR, ANSI ASC C63, IEEE Standards Association, and others). Don Heirman’s published technical work remains available through the Publications page and IEEE Xplore.
