This directory lists the standards organizations, regulators, and industry bodies most relevant to electromagnetic compatibility (EMC) work. It continues the links page Don Heirman maintained on the original donheirman.com; the entries have been verified and updated for 2026. Most of these organizations appear throughout his biography - he chaired or served in several of them.
Standards organizations
- ANSI ASC C63 - The American National Standards Institute Accredited Standards Committee C63 develops US EMC standards for measurement of electromagnetic noise and signal strengths, including ANSI C63.4; Don Heirman served as its chairman.
- CISPR - The IEC International Special Committee on Radio Interference develops international EMC standards to measure and limit emissions and protect radio services worldwide; Don Heirman was its chairman.
- IEC - The International Electrotechnical Commission is the international standards and conformity assessment body for all fields of electrotechnology, including EMC through CISPR, TC 77, and the Advisory Committee on EMC (ACEC).
- IEEE Standards Association - The IEEE’s global standards development body, of which Don Heirman was a past president.
- ITU - The International Telecommunication Union, headquartered in Geneva, coordinates global telecommunication networks, spectrum, and standardization among governments and the private sector.
Regulators and government agencies
- FCC - The US Federal Communications Commission regulates interstate and international communications and sets the emission rules (47 CFR Part 15 and others) that commercial EMC testing in the US demonstrates compliance with.
- FDA - The US Food and Drug Administration regulates medical devices, for which electromagnetic interference and immunity are safety concerns.
- NIST - The National Institute of Standards and Technology supports US industry with measurement science, including the metrology that underpins EMC test methods and the Smart Grid interoperability work Don Heirman contributed to.
Industry and professional bodies
- ACIL - The American Council of Independent Laboratories is the US trade association of independent testing, consulting, and R&D laboratories; Don Heirman advised its Conformity Assessment Section on Smart Grid matters.
- iNARTE - iNARTE is a professional credentialing program that certifies engineers and technicians in EMC/EMI, telecommunications, product safety, and ESD control.
- SEPA - The Smart Electric Power Alliance is a non-profit working with electric power stakeholders on smart energy; Don Heirman chaired its Electromagnetic Interoperability Issues Working Group (EMIIWG).
- TIA - The Telecommunications Industry Association is a trade association for the communications and information technology industry and a developer of telecom equipment standards.
Archive and research
- Donald N. Heirman papers, Purdue University Libraries Special Collections (MSA 291) - Don Heirman’s archived professional papers, standards records, and teaching material; the primary research source alongside the Publications page on this site.
